UMASS Amherst, Building & Construction Technology Department. Steven J. O'Neill to teach a 3-credit course. (BCT 597N - Legal Aspects of Architecture, Engineering, and the Construction Process) approaches legal risk management from a vertically integrated set of experiences.  The online evening course is part of a 5-course graduate certificate program in Sustainable Construction Management at UMass. The course is designed for working professionals and graduate students in architecture, engineering, construction management, property management, and other fields concerned with infrastructure. 9/9/20 COMMITTEE APPOINTMENT - SNIA Data Protection and Privacy Committee
Technology. Steven J. O'Neill joins SNIA.org, Data Protection and Privacy Committee (DPPC). The SNIA DPPC consists of a small group of privacy and technology professionals focused on education and the development of standards for the storage industry and related technologies. The Committee meets weekly and works closely with other industry groups including IEEE (regarding development of ISO 27000 standards) and IAPP (regarding integration of Privacy by Design principles). Attorney O'Neill is focused on incorporating Privacy by Design (PbD) into technology development.

Steven J. O'Neill presented a guest lecture as part of the Spring Lecture Series sponsored by UMass Amherst Department of Building and Construction Technology.  The topic was Risk Management in Construction: How to Avoid the Construction Industry Wheel of Misfortune.  The event was attended by UMass students and faculty, as well as local architects and contractors. Converted established disaster relief company, Recovers.org, from Delaware corporation to nonprofit status as a Massachusetts corporation.  Recovers.org is a disaster recovery software framework that can be deployed before or after disasters to aid communities in recovery.  Recovers.org has received accolades for its cutting edge technology and its mission.  In 2012 it won both the Mass Challenge and the MIT Ideas competitions.  In addition, it won the a Knight News Foundation award and was honored at the 2013 Women in the World Summit.  We are proud to continue to serve as outside general counsel.

NARI / RCA Dinner Meeting hosted by Ring's End Lumber.  At this meeting, Hartford construction lawyer Steven J. O'Neill presented an informative seminar on the legal implications of the new EPA Lead Based Paint Repair, Renovation and Painting Rule (RRP). The seminar addressed the coverage of the Rule, the key requirements of the Rule, liability issues, construction contract issues, enforcement and practical concerns.  New EPA enforcement guidelines describing fines up to $37,500 per violation will be discussed. 10/13/10 Enviro Build Expo - EPA Lead Based Paint Seminar
Hartford construction lawyer Steven J. O'Neill presented an informative seminar on the legal implications of the new EPA Lead Paint Rule (Lead-Based Paint Renovation, Repair, and Painting Program). As of April 22, 2010, all renovations in target (pre-1978) housing and child-occupied facilities must be conducted by certified renovation firms, using renovators with accredited training and following the new work practice requirements of the Rule.The seminar will address the coverage of the Rule, the key requirements of the Rule, liability issues, construction contract issues and practical concerns. The Lead Paint Rule will have a tremendous impact on the remodeling industry: painting and remodeling projects that disturb as little as 6 SF of interior surface will trigger application of the Rule.

Free public seminar by construction lawyer Steven J. O'Neill for contractors, homeowners and realtors who need to understand how the new EPA Lead Based Paint Repair, Renovation and Painting Rule (RRP; effective April 22, 2010) will impact renovations of pre-1978 residential buildings and child occupied facilities.  The seminar also covered details of the implementation and enforcement of Lead Paint regulations by the State of Massachusetts.

O'Neill presented a seminar at a monthly meeting for members of the Connecticut Remodeling Contractors Association, NARI / RCA in Monroe, CT.  The new (effective April 22, 2010) EPA rules on lead safe Repair, Remodeling and Renovation (RRP) are of critical concern to anyone involved in the maintenance, repair or remodeling of target housing (pre-1978) and child-occupied facilities.  Enforcement of the EPA rules can involve civil fines as high as $37,500 per violation.

"In e-discovery, it might be necessary to take immediate preservation action, which is simple if you own the servers but may be difficult to contract for when the service is outsourced," said Steven J. O'Neill, partner at the Worcester law firm of Bowditch & Dewey and founder of the firm's eDiscovery and Document Retention Policy practice. "Existing law governing discovery and investigations covers data that resides in the cloud. The rub is that few lawyers seem to know how to ask for it and how to go after it," O'Neill said.

3/17/09 PRESS RELEASE - Reappointment to the Emerging Technology Law Committee of the TRB
Steven J. O'Neill was reappointed to a second 3-year term as a member of the Emerging Technology Law Committee of the Transportation Research Board (TRB).   The TRB is one of six major divisions of the National Research Council-a private, nonprofit institution that is the principal operating agency of the National Academies in providing services to the government, the public, and the scientific and engineering communities. The National Research Council is jointly administered by the National Academy of Sciences, the National Academy of Engineering, and the Institute of Medicine.

Steven J. O'Neill served as panel moderator at the 85th Annual Meeting of the Transportation Research Board (TRB) held in Washington, DC. The panel of legal experts discussed balancing governmental interests in cyber security and other similar governmental interests such as Homeland Security with business interests and individual rights.

Steven J. O'Neill served as panel moderator at the TRB 45th Annual Workshop in Chicago, IL.  The session was titled Is Big Brother Watching? Balancing Governmental Interest in Cyber Security and Other technology Concerns with Business and Individual Interest or Rights.  The presentation topics included: Protecting Consumer Information (CPNI) and Disclosing Consumer Information (CALEA); Cyber Security and Critical Infrastructure Coordination; Public Health Emergencies; and cell phone data mining.

The scope of O'Neill's work as a member of the committee will be to investigate and provide a forum for the discussion of legal and public policy issues arising from the identification, development, and application of emerging technology to transportation systems, including legal issues associated with the creation of appropriate public institutions, legal authority, procurement, contracting for innovation, data rights, public access to information, liability and risk allocation, public/private partnering, and related concerns.
