About Cathleen Cullinan O'Neill, M.A.
Cathleen Cullinan O'Neill is a distinguished professional with a rich background in both law and education. A graduate of Phillips Exeter Academy, Cathleen went on to earn her Bachelor of Arts in History from the University of New Hampshire and her Master of Arts in U.S. History from Worcester State University. Her graduate thesis focused on the path to coeducation in private schools and universities during the 1970s, reflecting her deep commitment to educational equity and inclusiveness.
Cathleen's career in education spans over 18 years, during which she served as a history teacher at Belchertown High School. She taught a variety of courses, including Honors U.S. History, World Geography, and Russian History. Cathleen was also the faculty advisor for the Social Justice Book Club and Model Congress over a 14 year period, demonstrating her dedication to fostering critical thinking and civic engagement among her students.
Complimenting her teaching career, Cathleen co-founded and served as Treasurer of the Washington nonprofit Public Academy Education & Arts. This organization was created to provide a music program at the experimental public charter school, Federal Way Public Academy. She also played a crucial role as a consultant during the formation of the experimental school, offering guidance on the Harkness Method of teaching, a pedagogical approach used at Phillips Exeter Academy.
Cathleen's professional experience includes a significant tenure at the Law Offices of Steven J. O'Neill, where she worked as a paralegal and office manager from 1991 to 2001. Beginning in July 2024, she rejoined the firm as a senior paralegal and educational consultant & advocate. In her role as senior paralegal and office manager, Cathleen is directly involved in the day-to-day operation of the firm. She assists with case management, client communications, financial matters, research, marketing, and advocacy for our clients.
In her role as an educational consultant & advocate, she serves students, parents, guardians, and educators on a wide variety of issues. Her subject matter expertise and boots-on-the-ground experience in a public high school provide a grounded perspective and a starting point to address the legal and other challenges faced by our clients.
As an advocate, she also has experience with the grievance and arbitration procedures available to staff and teachers under union contracts in Massachusetts. Cathleen maintains her professional educator licensure in Massachusetts, ensuring that she remains up to date with the latest developments in her field. Her dual expertise in law and education uniquely positions her to support students and families in navigating the educational system and advocating for necessary services and accommodations.
